Types of Grants
| Hazard Mitigation Grant Program (HMGP) Grants | The HMGP is funded by FEMA and administered through the Texas Department of Emergency Management at the state level. They are normally tied to a specific declared disaster. |

| Community Development Block Grant (CDBG) Grants | The CDBG program is funded through the Department of Housing and Urban Development and administered by he General Land Office at the state level. They can be for disaster recovery or disaster mitigation. |
| Flood Mitigation Assistance (FMA) Grants | The FMA program is funded through FEMA and administered by the Texas Water Development Board at the state level. They are intended to prevent damages from future flood related disasters. |
Routine Maintenance
| Ditch Maintenance | Crews maintain approximately two-hundred eighty-one (281) miles of earthen and concrete channels within DD7 boundaries from March until late November or early December. During the winter months, these crews cut back trees and brush encroaching on DD7 Channels. |

| Herbicide Department | Crews assist in maintaining drainage channels by applying herbicide to new growth in the concrete channels as well as applying herbicide to the earthen channels. The crews also repair fencing and cable barriers throughout the District. |
| Pump Station Maintenance | Crews perform daily inspections and general maintenance and repairs to the District's twenty (20) pump stations. All stations are inspected daily including weekends and holidays. |
| Hurricane Levee Department | Crews maintain and repair the District's thirty-six (36) miles of earthen levee, concrete and sheet pile floodwall, and closure structures throughout the levee system. |
| Diesel Engine Replacement Program | DD7 replaces older diesel engines on an annual basis to maintain newer engines. Since 2023, DD7 has replaced 15 engines at six (6) pump stations. In 2026, five (5) new engines will be procured and installed at two (2) pump stations. |

| Crane Bayou Pump Station Generators | This CDBG funded project provided for the installation of two (2) generators and a generator building completed in 2025. |

| Blocks Bayou Channel Improvements | This two (2) phase project included concrete channel lining improvements to 3,800 linear feet of ditch at a cost of $3.4 million. |
| Rodair Gulley Improvements | This project included concrete lining of Rodair Gulley from Highway 69 to West Port Arthur Road. The final section was completed in 2025. |
| Replaced Discharge Piping Supports at PS 3 | This project replaced deteriorated discharge piping supports that cross an LNVA canal before discharging to a DD7 ditch |
Projects in Design
| Halbouty Detention Pond | This CDBG funded project will provide for a new detention pond expansion to the existing Halbouty Detention Pond on the west side of Main C. This will include Halbouty Pump Station improvements, a siphon connection between the existing pond and the pond expansion, a bridge crossing Main C, and a new gate from Main C to the new pond section. |

| Miscellaneous Pump Station Improvements | This CDBG funded project will provide for various improvements to nine (9) different pump stations including new generators, new electrical switchgear, new screens, and new rakes. |
| Shreveport Pump Station | This CDBG/HMGP funded project will replace the existing Shreveport Pump Station located along the Port Arthur seawall at Shreveport Ave. The new station will have approximately double the pumping capacity of the old station. |
| Groves Detention Pond | This HMGP funded project will provide approximately 39 acres of detention pond capacity along Taft Avenue at State Highway 73 to serve parts of Port Arthur and Groves. |
| A3A Detention Pond | This HMGP funded project will provide approximately 29 acres of detention pond capacity on Hogaboom Road near the soccer fields to serve Groves. |
| Rodair Detention Pond - Rodair Pump Station | This HMGP funded project will construct a new pump station at the newly acquired and constructed Rodair Detention Pond located directly behind the new OCI plan on Highway 69. This detention pond and new pump station will serve parts of unincorporated areas around the county jail and Central Gardens. |
| Drainage Masterplan - Area 1 | This FMA funded project is the first of four (4) phases in the development of an updated District-wide masterplan. It is expected that various recommended improvements and projects will result from these studies. The previous masterplan was completed in 2002. |
| Central Ditch - Beauxart Gardens | This ditch improvements project will expand and concrete line approximately 4,065 linear feet of existing drainage ditch in Beauxart Gardens at an estimated construction cost of $3.2 million. |
| Lateral C-12 - Nederland | This ditch improvements project will expand and concrete line approximately 2,900 linear feet of existing drainage ditch in Nederland at an estimated construction cost of $2.9 million. |
| Main C at 14th Street - Nederland | This ditch improvements project will expand and concrete line approximately 2,000 linear feet of existing drainage ditch in Nederland at an estimated construction cost of $2.8 million. |
Projects in Construction
| SCADA System | This project will construct a Supervisory Control and Data Acquisition (SCADA) to remotely monitor and control some aspects of the District's 20 pump stations. This will allow the District to better manage its resources and equipment during times of inclement weather and disasters. This project should be completed in 2028 at a cost of approximately $9 million. |

| Lateral B4 System Improvements | This FMA funded ditch improvements project will expand and concrete line approximately 7,900 linear feet of existing drainage ditch in Port Neches at an estimated construction cost of $7.5 million. |

| Drainage Masterplan - Area 4 | This FMA funded project is the last of four (4) phases in the development of an updated District wide masterplan. It is expected that various recommended improvements and projects will result from these studies. The previous masterplan was completed in 2002. |
| Rodair Detention Pond Pump Station - Construction | This HMGP funded project will provide for the construction of the Rodair Detention Pond Pump Station that is currently in the design phase. It is expected that this project would begin in 2027 and be completed in 2029 with an estimated construction cost of approximately $25 million. |
Grant Applications Submitted
| Pump Station No. 5 | This potential HMGP funded project will rehabilitate the Pump Station No. 5 discharge bay and channel. This pump station serves a large section of central Port Arthur. This project will include the widening of the discharge bay, replacement of deteriorated sheet pile channel sides, and the replacement of a railroad bridge to facilitate the wider channel. |
